President Carter Could Lead U.N. Investigation of Israel

UNITED NATIONS — As Palestinian Arab rockets struck two Israeli towns yesterday, U.N. bodies prepared to launch no fewer than two overlapping "fact-finding" missions to second-guess Israel's anti-terrorist tactics.

President Carter could head one of those missions.

The U.N. General Assembly is expected to convene a special emergency session tomorrow to deal with the November 8 Israel Defense Force artillery strike on the northern Gaza town of Beit Hanoun, which killed 19 civilians.

A draft resolution for the assembly session calls on the U.N. secretary-general to establish a fact-finding mission into the event and requests that he report back to the assembly in a month.

And yesterday in Geneva, the U.N. Human Rights Council, which in its five months of existence has failed to pass one resolution on any country other than Israel, concluded its third emergency session on the Jewish state.

In the session's resolution, the council called on its president, Ambassador Alfonso de Alba of Mexico, to establish a fact-finding mission to investigate the incident at Beit Hanoun.

A diplomat in Geneva who requested anonymity said the sponsors of the resolution are planning to ask Mr. Carter to head the investigation.

Why doesn't President Bush order the State Dept to revoke Carter's passport?

He has no right/authority to be acting contrary to American Foreign Policy.

Since before Israel's 2005 withdrawal from the Gaza Strip, Beit Hanoun has been a base from which Hamas has fired Qassam rockets into the northern Negev towns like Sderot, as well as the Gush Katif settlements before their evacuation. As a result, Israel has frequently targeted it with shelling and airstrikes as well as several operation aimed at halting the rocket launchings.

2006 Operation Autumn Clouds
November 1 Raid

On November 1, 2006, in the largest military operation by Israel since Operation Summer Rains, six Palestinians and one Israeli soldier were killed and 35 people were wounded during a raid on Beit Hanoun by the Israeli military. The raid involved three air strikes, sixty tanks backed by helicopter gunships. The AFP news agency reported that three houses were razed by Israeli bulldozers and a dozen homes were hit by tank shells. The raid was the beggining of Operation Autumn Clouds by the Israeli Military. Both the Palestinian Authority President Mahmoud Abbas and the Prime Minister, Ismail Haniya, have described the raid as a massacre.[1]

November 3 Shootings

On November 3, 2006 one [2] or two [3] Palestinian women were killed and ten were reported wounded by Israeli military fire. The women had gathered outside a mosque in Beit Hanoun after an appeal by the local radio for women to come and help Palestinian fighters escape by acting as human shields. The Israeli military said that their soldiers had spotted two Palestinian militants dressed in women's clothes hiding within the crowd of women.

The Prime Minister of the Palestinian Authority, Ismail Haniyeh, praised the women whom he said "...led the protest to break the siege of Beit Hanoun"[4]

November 7 withdrawl

Palestinian government officials said on 7 November that IDF troops were beginning to withdraw, thus ending the operation. Fifty-three Palestinians, including 16 civilians, and an IDF soldier, were killed since October 31.[5]

Problem is, the investigation will probably deteriorate in some kind of "malaise" and stall. And his consulting fees will skyrocket 18%.

I'm sure there is a "blood for peanuts" voucher deal here somewhere. Kofi probably blogged him some pointers.
