Very good question. There is no excuse for hitting a building even if there are mechanical problems; the regs require flying 1,000 feet higher than the tallest obstacle within a mile. Which means that it is either terrorism or an inept/careless/negligent pilot. The latter is more likely but I wouldn't rule our the former just yet.

I am just making a distinction between an individual with evil intent compared to a person with the backing of a terrorist organization like Al Q.
I don't consider an individual acting alone to be a terrorist, at least in the same sense as a person working for Bin Laden.
That does not mean they aren't evil, but technically they are not terrorists.

Authorities may not be sure what happened, and may be clueless as to who has survived, and may have no idea as to what actually hit the building but they have just announced that "this is not terrorism". That, of course, is as silly as positively declaring that it is terrorism.
