The GOP has no party discipline. One of the things that has enabled the Dems to become so powerful is that, even when they are in the minority, they adhere to party discipline, do what they are told and support their leaders. I've been suspecting for about a week that this would happen.

It could be that Bush appointed someone he knew wasn't going to be confirmed. His second choice would be who he really wanted, and after his first nominee was 'railroaded' out of the nomination, it would be hard for the dems to oppose the second one.
