Part of the New Homeland Security contract (federal govt) with the states keeps Red Cross out of disaster areas. They are only allowed in after the area is no longer a disaster as their presence could keep people from evacuating. That's the national policy.
This is a rather artfully-worded characterization of the regulations. I would bet that the actual text contains language that qualifies any of these provisions which you have asserted by stating that any application or implementation of them shall be at the determination and direction of the "controlling authority", or equivalent.
The controlling authority is the Governor, unless and until that authority has been formally transferred to the President. What you said may be accurate, but it is a distinction without a difference. Nothing you said changes the fact that the supplies were witheld under the authority of the Governor, not the President.

I think Jeff parish is anticipating being the new center of NO. I hear hi rollers are in NO buying up land. My guess is the Gov doesn't want the citizens of Jeff parish having much say in how the NO spoils are divided.
Jeff Parish voted for David Duke rather than Edwin Edwards who was the king of the dem machine. Lots of pubs in Jeff parish, just dying to get in and have a say.
The problem here is, that isn't obvious. I just scoured the dept's website looking for confirmation that it is under the governor's authority; couldn't find it.
People read "Homeland Security" they think federal agency, not state.

I sent an email to John Monday reminding him I thought he was more thorough then his comments about FEMA indicated. I remain surprisingly (for me)civil in the first of three paragraphs...the second paragraph explaining buses,dome chaos,location of rescuers before the hurricane hit,etc etc...by the third paragraph my Jersey upbringing had me digitally sissy slapping the dog snot out of him...which reminds me...I never got a answer to my email..???

What if they waited until the last minute, until they realized their "evacution plans" were worthless? I couldn't even guess what I would do in that type of situation. As of now, if I was in charge, there would be a back up plan. We get earthquakes, not hurricanes. At least we wouldn't have to worry about drowning.

I have just begun to hear the hoofs of the cavalry. The cavalry's still not here yet, but I've begun to hear the hoofs, and we're almost a week out.
Let me give you just three quick examples. We had Wal-Mart deliver three trucks of water, trailer trucks of water. FEMA turned them back. They said we didn't need them. This was a week ago. FEMA--we had 1,000 gallons of diesel fuel on a Coast Guard vessel docked in my parish. The Coast Guard said, "Come get the fuel right away." When we got there with our trucks, they got a word. "FEMA says don't give you the fuel." Yesterday--yesterday--FEMA comes in and cuts all of our emergency communication lines. They cut them without notice. Our sheriff, Harry Lee, goes back in, he reconnects the line. He posts armed guards on our line and says, "No one is getting near these lines." Sheriff Harry Lee said that if America--American government would have responded like Wal-Mart has responded, we wouldn't be in this crisis.
But I want to thank Governor Blanco for all she's done and all her leadership. She sent in the National Guard. I just repaired a breach on my side of the 17th Street canal that the secretary didn't foresee, a 300-foot breach. I just completed it yesterday with convoys of National Guard and local parish workers and levee board people. It took us two and a half days working 24/7. I just closed it."

The state Homeland Security Department had requested--and continues to request--that the American Red Cross not come back into New Orleans following the hurricane. Our presence would keep people from evacuating and encourage others to come into the city.

You are so right.
I heard it over and over "Home Land Security" never mentioning it was the State Home Land Security.
I knew there was a difference but just by the way it was stated, I like most, thought it was the Feds.
I have been saying, Nagin was a good mayor and good people loved him.
He has been screwed here. People will blame Blanco, I hear it all around, but not Nagin.
And Miss Mary has been mighty absent in the last day or two.
