Governor Blanco Announces Executive Order
Baton Rouge, LA Governor Blanco today announced the following Executive Order:
Executive Order NO. KBB 2005- 31- provides that pursuant to the Louisiana Homeland Security and Emergency Assistance and Disaster Act, R.S. 29:721, et seq., grants emergency powers to the governor, where, she has in consultation with school superintendents, utilized public school buses for transportation of Hurricane Katrina evacuees. As you are aware most public school districts will not begin school until Tuesday, September 6th 2005.

This is dated September 1. That was Thursday, day before yesterday. I think I'm shocked, but I shouldn't be.
This may be the reason the Governor has bowed out of the Hurricane relief work, and appointed James Lee Witt to be in charge.

Executive Order NO. KBB 2005-23- Suspends the bonding requirement of persons issued a special officer's commission by the superintendent of state police. This will facilitate immediate activation and incorporation of out-of-state troopers and out-of-jurisdiction Louisiana law enforcement officers into law enforcement efforts in the disaster area.
Executive Order NO. KBB 2005-24- ensures that all evacuees occupying a hotel room shall be allowed to continue to occupy such rooms under the normal terms, conditions, and rates of the hotel or motel.
In all seriousness, these people are in denial of the fact that maybe thousands of people are dead because of these buses. I really do feel for their mental stability when they finally confront this issue. I certainly don't think it was intentional but the are going to hurt greatly and for that I am sorry.

"BATON ROUGE, La. (AP) -- Arkansan James Lee Witt, the former head of the Federal Emergency Management Agency under President Bill Clinton, joined the Louisiana government Saturday to help direct the recovery from Hurricane Katrina.
Witt, who ran FEMA from 1993 to 2001, said he will stay as long as he as needed.
"He will sit at the table for me, and he will be my voice at the table," Gov. Kathleen Blanco said."

YaYa, I think you'll note that some of these are replacemet EOs and may actually pertain to an innitial EO that may have been active days earlier. At this point, I'm not certain what the full picture is.
