The order to control the buses was signed 8/31/05. That order was rescinded and terminated with the new order signed 9/2/05. It appears to me that she signed the first order without realizing the buses were already under water, The second order is part of a request for "new" buses from the feds. She looks stupid issueing the 8/31 order which asks school superintendants to five her an inventory. ("We got 10 here gov, but we need a boat to get to them")
