General Evacuation Guidelines

General evacuation for disasters apply to both natural (hurricane, flood, thunderstorm, tornado) and man-made (chemical and fire). If you are told to EVACUATE you should move to a place designated by public officials.

Follow these steps:

Stay calm.

Take your disaster supply kit.

Remember as you leave your house to do the following:

- Turn off lights, household gas appliances, heating, air conditioning, and ventilation systems.

- Leave refrigerator/freezer on.

- Lock house.

Only use the phone in case of an emergency, injury, or illness. If you must use the phone, keep calls brief. Do not listen to rumors. Turn on your radio or television for up-to-date information from public officials during an emergency.

Use only one vehicle for your family. If you have room, assist any neighbors that may need a ride.

Tune to Emergency Alerting System 870 AM or 101.9 FM radio stations for reports about evacuation routes, conditions, etc. Use those travel routes specified. Drive safely. Traffic will be heavy. Law enforcement officials along the route will help with traffic.

If you need a ride, try to go with a neighbor, friend, or relative.

Let others know when you leave and where you are going.

Make arrangements for pets. Animals are not allowed in public shelters. Pet carriers are recommended along with pet supplies.

Exactly - the Feds are out-of-towners, they wouldn't necessarily know the local turf and procedures like the locals should.
 
The Feds have to have help in order to give the help.

Here is the New Orleans disaster plan I was telling you about. Note that even though they KNEW there were people without cars, they made NO arrangements to evacuate them. None.

Hitch a ride with a friend? Sure, housebound granny on heart medication in a wheelchair is going to be out in the crowds hitchhiking.

Absolutely criminal, if you ask me.

I think a prior ACLU lawsuit (relating to last year's hurricane, I think) had it being the case that an evacuation order created an obligation to provide transport, and evacuating people using government transport created a legal obligation to provide shelter at the destination

So it just created less hassle for the bureaucrats to not issue evacuation orders, and not provide transport

Here's the article from Sept 19, 2004, after Hurricane Ivan:

"They say evacuate, but they don't say how I'm supposed to do that," Latonya Hill, 57, said at the time. "If I can't walk it or get there on the bus, I don't go. I don't got a car. My daughter don't either."

Advocates for the poor were indignant.

"If the government asks people to evacuate, the government has some responsibility to provide an option for those people who can't evacuate and are at the whim of Mother Nature," said Joe Cook of the New Orleans ACLU.

Thanks, Joe. For fear of having to deal with you, the City of New Orleans chose to do nothing at all until the last minute, and thousands are now dead

here are some tips for people that live in disaster prone areas
1. get a job
2. buy a car
3. fill the gas tank
4. when a huge hurricane is forecast for your area evacuate as reccomended

but I personally would have a hard time turning down someone who was asking for a ride, assuming i had room.

Apparently, you have never been to New Orleans. It's a rough city on a good day.

The actual plan does. Someone posted a link to the actual document on another thread, and I read enough to know it specifies the city use all available means of transportation to evacuate anyone who didn't have transportation. I don't think the mayor managed to read it and apparently none of his staff did either. They didn't even think about how to do it right.

The City of New Orleans DID have a plan. It was every man for himself. This is SHOCKINGLY inadequate. A third grader could provide for a better plan. Do NOT lose this.

That was good of him to urge citizens to prepare. It was a day late, but a nice thought. Too bad the city government didn't take its own advice, and move buses and police cars to high ground.

My point of posting that press release was, that website is setup with a 'sign up for notifiers/updates' option.

That press release did not say mandatory evacuation.

And when they ordered one, they never updated the notification system.
