I did catch something about being declared a disaster area.
The President was telling the story of a kid who wrote Reagan asking for federal help cleaning his room, since his mom had declared it a disaster area.

The most touching part for me so far was the playing of "Hail to the Chief" for the final time as they were about to carry the casket into the Cathedral.
