Rumsfeld: Not reparations -- compensation. Lawyers believe there is authority to do that. It is the right thing. Re processing of detainees. In Iraq 43,000 captured, 31,000 released, 4,000 for further processing plus other status. 7,000 to 8,000 currently detained. Need to see they're properly identified, that their families know why they're there. Only ones that need to be detained are criminals or terrorists or those with intelligence value -- have to find out what they know.

I had the same thought last night, when I saw the picture that showed one of the prisoners with women's panties over his face(The newscaster actually said that, otherwise I would not have know). And the one you are talking about with the petite young woman and the prisoner on a leash.

The psych-ops of just those two images alone, should make the Islamic terrorists quake in their sandles. I would like to have seen at least one picture with the prisoners being bathed in pigs blood, then I would have known for sure why "someone" would have wanted these pictures to be released.

Rumsfeld: There are a lot more photos and videos. If they are released to the public, there will be trouble. If they're sent to news organization and taken out of investigative process, that's where we'll be. Re Abu Graib, provisional government will decide; up to the Iraqis.

Cornyn: Listening to Q&A so far, two major problems, shock to our sensibilities and shock to Congress to see the pictures in the press. Re due process and command influence. CENTCOM January report announcing investigation. "Release of specific info could hinder investigation."

Military subscribes to high standards. What you have described of chronology of investigation gives him confidence that DoD has taken it as seriously as it should have. Realizes not all facts are in yet. But have been criminal charges against some.

Describe how you will see they get due process and see that information does not drift out on a piecemeal basis.

Rumsfeld: That's the dilemma. Protect rights of accused but don't allow them to escape through command influence on chain of command. It's a problem. Outcry would be tremendous if command looked down too early, but otherwise don't know when something like this is there.
