A righteous God doesn’t cease to exist because an atheist thinks it.
If God wants to send babies and children to Hell, that’s His business. Ceasing to believe in God because He wasn’t formed in your own image is ridiculous.

The real response to the atheist is that God will do all His good and holy will, and if that is true, where will He send the atheist, who has heard, but rejected Him?
My understanding is Calvinists believe they’d do to heaven if they are preordained. Catholics believe they go to perfect peace in Limbo where they may eventually go to heaven. Evangelicals believe they go to heaven because they believe in an age of accountability. I’m not certain what Lutheran believe officially though.

Babies: Definitely “No!” They can’t make a choice to accept or reject Christ.
Children: Depends on the age. When a kid is capable of understanding that he was born a sinner, and he needs to accept Christ, that’s the line.
Mentally handicapped, old or young: If he is at the level when he can understand that he was born a sinner, and he needs to accept Christ, that’s the line. In Seminary I taught a SS Class of mentally handicapped kids. Some were some of the most dedicated Christians I’ve met in life.
The Atheist is using this to deflect the truth - he believes passionately in a god.

I don’t know what happens to babies and small children.
What I do know is that whatever God does with their souls is more righteous and just than we can fathom.
People who throw out these strawmen should spend more time contemplating what Scripture teaches about where THEY will spend eternity.
Since the concept of hell was largely created by the Catholic church out of thin air I don’t really have an answer.
If you believe Dante they are placed in the first circle and reincarnated.

One of God’s “wrenches”. His paths are beyond tracing out and I, for one, LOVE Him for it!
We’re all born in sin, from the time we’re conceived. This is Biblical. Babies in the womb, infants and small children are not able to make a conscious decision, either to sin or to accept salvation, however. So, I’ll just trust in the knowledge that God is both just and loving. All these other theories are the result of church authorities wrestling with the same question and arriving at their own attempted explanations.
