Well, they can reroute some of the steam into cold water holding tanks/ponds, and pull the fuel rods up a bit, like banking a fire. They can also release a tad more cooling water into the reactor chambers to bring it down a bit. Consider this--when the power load is really light, say in the middle of the night, or 4:00 am, and the load is at minimum, they can do this. The generators don't spin down completely, they can take a few offline, and let the rest spin at minimum. They have to be able to handle a miniumum load as well as a maximum.
