Muscular, resembling the DC sniper, breaking the shackles, getting ready to strike, yes, very much like the Soviet propaganda posters, but they would have some explanatory slogan. A strange flag with a half moon at the top perhaps, on his palm.
You are, of course, looking at what the responses reveal. And they reveal a lot! Sure the Demo party references are jocular and can be disregarded. But what about the automatic references to slavery? What slavery? What's the evidence of slavery in the pic? It's all in the mind obsessed, guiltridden, as the American minds are, with "racism" and other clever inventions of the Left. That's one cat's view...

My guess is this:
1. Liberals "set the black man free" a long time ago (hence the lack of an iron cuff on the left hand), but as a result of liberal policies over the last few decades the black man has been left angry and surly.
2. Conservatives were slower to "set the black man free." But because they were able to see the mistakes that had been made by liberals in the aftermath of the Civil Rights Era, a conservative outlook will ultimately empower the black race instead of keeping it in the chains of institutional racism.
The face is turned to the left, and is angry or bitter. The left arm is poised to strike, or is ready to fend off an attack of some sort.
The right arm is detached from the rest of the body, but it is raised in an uplifted position, ready to grasp the opportunity that America offers. (I'm assuming that's an American flag in the palm)
