Back when Clinton was president, I steered clear from talking much about the supernatural. The truth is, however, I used to study it some.
Actually, pagan holidays are often lunar-triggered events, particularly in October. The complete fullness of the moon is required, if I'm not mistaken, for Wiccans. The gravitational pull is slightly less during that time. Our bodies, made largely of liquid, are affected the same way the tides are. However, the time of destruction is when the moon is in its smallest stage. Note that gravitational pull is stronger at that time, causing a heart to be that much more vulnerable, for example.
IMHO, Halloween is not a serious night to anyone who takes his or her pagan religion seriously. Parlor mystics or fakes might think it's a big deal, however.
On the other hand, theoretically, there could be a lot of psychic energy produced by everyone going to haunted houses, telling ghost stories, watching horror movies, etc. Al G. Manning wrote that one could tap into that communal energy pool, kind of like a spiritual or ectoplasmic 'vampire'. If it were spread out on random days, that would be more difficult. But everyone doing all this on the same night, who knows? If Al G. Manning is correct, it would be an ideal night for satanics to harness that energy.

My wife actually MOVED in bed last night. Now that is scary.

An extremely modest man was in the hospital for a series of tests, the last of which had left his bodily systems extremely upset. Upon making several false alarm trips to the bathroom, he decided the latest episode was another and stayed put. He suddenly filled his bed with diarrhea and was embarrassed beyond his ability to remain rational. In a complete loss of composure he jumped out of bed, gathered up he bed sheets, and threw them out the hospital window. A drunk was walking by the hospital when the sheets landed on him. He started yelling, cursing, and swinging his arms violently trying to get the unknown things off, and ended up with the soiled sheets in a tangled pile at his feet. As the drunk stood there, unsteady on his feet, staring down at the sheets, a hospital security guard, (barely containing his laughter), and who had watched the whole incident, walked up and asked, "What the heck is going on here?" The drunk, still staring down replied: "I think I just beat the sh't out of a ghost."

My Grandmother grew up in a farm house located in Marietta, Georgia. The house was near what is now U.S. 19/41 at Dobbins AFB. Back in 1864, the main thrust of Sherman's forces, which were trying to invade Atlanta, came through the property.
She told us Grandkids stories of full moon July nights where the sounds of men screaming in pain and muttering dying words came through their open windows.
Of course, it could be attributed to the abundant "korn likker" going around back then.

"Happy Halloween! Have any FReepers experienced paranormal phenomena?" I once went to Wal-Mart on the 3rd of the month (Government Check Day) and though I did not "see" any phenomena it sure smelled like a lot of dead people were in there!

The gravitational pull is slightly less during that time Perhaps the poster is referring to the spiritual gravity of the moon, because both new and full moons are physical periods of maximum tides caused by gravity.

I found out my parents Cape Condo was used as an office by the Kennedies. Did they pay for it? During my six years on the Cape, I heard story after story about them not paying. In fact, I talked to the manager of the then Hyannis Hilton, less than a mile from the compound, and he said that they were always calling, asking for rooms - free - right in the middle of the peak summer season.
He also said that they all would come in and go to the pool or the work-out room (not Ted), like they owned the place. The only member of the family who paid for a membership was Arnold Schwarzeneger.
