The incidents come to light via a federal memo following a deliberate attack last week in Moore County, North Carolina, that left tens of thousands of people without power for days as seasonal temperatures fall.
In Washington state and Oregon, spokespeople for several energy companies - Puget Sound Energy, the Cowlitz County Public Utilities District and Bonneville Power Administration - confirmed the attacks occurred in November.
A federal law enforcement memo revealed that the Pacific Northwest substations have described attacks using 'handtools, arson, firearms, and metal chains possibly in response to an online call for attacks on critical infrastructure.'

If they really wanted to prevent, deter and find the culprits, they could. They just don’t want to. Think about it for a moment, with all the avaliable COTS systems (commercial off-the-shelf) on the market, hardly any are integrated at our critical infrastructure locations... why is the question to ask. There are shot locators, high resolution NV/thermal camera systems w/visual and audio analytics, automated multi-drone launch systems for visual assessment, recon or possible retaliatory responses. Integrate those capabilities into an inexpensive (to some degree), complete protection package and distribute/install.

It’s plausible... but after working with and for many high level govies for years, you might be giving them way to much credit. Most of them lack any semblance of common sence and or intelligence, even with all those degrees and letters before their name. They more often than not, plagiarize, regurgitate, compartmentalize and present work from other as their own.
