It’s plausible... but after working with and for many high level govies for years, you might be giving them way to much credit. Most of them lack any semblance of common sence and or intelligence, even with all those degrees and letters before their name. They more often than not, plagiarize, regurgitate, compartmentalize and present work from other as their own. It’s the actual worker bee in the background performing the analytical analysis, idea creation and overall implementation, they are for the most part, a name (PC buddy club) attached to a department/organization.
