If they really wanted to prevent, deter and find the culprits, they could. They just don’t want to. Think about it for a moment, with all the avaliable COTS systems (commercial off-the-shelf) on the market, hardly any are integrated at our critical infrastructure locations... why is the question to ask. There are shot locators, high resolution NV/thermal camera systems w/visual and audio analytics, automated multi-drone launch systems for visual assessment, recon or possible retaliatory responses. Integrate those capabilities into an inexpensive (to some degree), complete protection package and distribute/install.
They will know where the shots were fired from. Probable roads in... probable routes, traffic cams showing cars that were delayed a certain time... they already know who.
I’ll bet there are citizens who would volunteer to install and monitor these systems.
And, EEK, Deputize some to respond and stop any attacks.
