The new commander of Russian forces in Ukraine acknowledged on Tuesday that his troops were under broad pressure and faced hard choices, as the Russian-appointed governor of occupied Kherson province announced a partial evacuation.
"The situation in the area of the 'Special Military Operation' can be described as tense," Sergei Surovikin, an air force general named this month to command Russia's invasion forces, told the state-owned Rossiya 24 television news channel.

Russian forces in Kherson have been driven back by 20-30 km (13-20 miles) in the last few weeks and are at risk of being pinned against the right or western bank of the Dnipro River.
Shortly after Surovikin's comments were aired, the Russian-appointed governor of Kherson region, Vladimir Saldo, announced an "organised, gradual displacement" of civilians from four towns on the right bank.
In a video statement, Saldo accused Ukrainian forces, without citing evidence, of planning to destroy a major dam at the Nova Kakhovka hydroelectric power station.
"The Ukrainian side is building up forces for a large-scale offensive," he said.
"There is an immediate danger of flooding... due to the planned destruction of the Kakhovka dam and the release of water from a cascade of power plants further up the Dnipro."
Surovikin appeared to acknowledge there was now a danger of Ukrainian forces advancing towards the city of Kherson, which lies near the mouth of the Dnipro on the west bank, and is hard for Russia to resupply from the east because the main bridge across the Dnipro has been badly damaged by Ukrainian bombing.

IIRC the Ukrainians picked off a whole bunch of Russians trying to cross that river months ago.
Or rather Ukies are going to follow Aztecs into oblivion where they belong. The evacuation of civilian population before battle is a reasonable thing to do Ukztecs never do because it is a civil war in the first place and they want a lot of dead human shields.

The situation for Ukraine has since gotten worse. Much worse.
Since mid September the Ukrainian counter offensive east of Kharkov has come to a halt. Despite serious Ukrainian losses the counter offensive in the southern Kherson direction has likewise not moved a lot. Both of these front lines are now stable. On the Donbas front the central Ukrainian position in Bakhmut (Artyomovsk in Russian) is in danger of being overrun.
Russia has mobilized some 220,000 reservists and some 70,000 volunteers. These are now in training and by next month most of them will be able to join the fight. The weather in recent weeks has become more rainy. Tanks and trucks can no longer move over open fields without risking to get stuck. In late November/December frost will set in. The ground will freeze and Russia will be able to launch large attacks.
Russia has also changed the war's rhythm. While it had so far refrained from hitting civilian infrastructure, aside from electrical transformer stations serving the railroad network, it has now launched attacks on thermal power stations and Ukraine's 330 kilovolt long range electrical distribution network.

The Russian attacks seem to have two focal points:
1. To turn off all thermal (coal, gas) power plants in Ukraine.
2. To destroy those switching station where more than two 330k lines connect.
This will cut the generation capacity in Ukraine by half and totally disconnect some regions, especially in the east, from any generation capacity.
It will thereby darken the cities in eastern Ukraine which will make waging war more difficult for the Ukrainian military. It will also make it more difficult for material support like weapons and ammunition to reach the front lines. (The regions that were integrated into Russia receive electricity from Russia.)
What a pathetic attempt to “explain” anything from that site. When I took one look, and saw that Musk is now on Ukraine’s “kill list” I knew it was Putinist doggerel.
