Navarro might have shown up if they would let him testify publicly but that committee would probably make him testify behind closed doors. He is too excellent at explaining things. He was held in Contempt of Congress for not responding to a subpoena - this is likely just the follow-up indictment to go along with it.

I read elsewhere that a congressional subpoena doesn’t have the weight of the courts behind it and cannot have criminal consequences if refused by those outside governmental services (for instance, a cabinet secretary cannot refuse it.)

Courts have, on other issues, refused to look behind the curtain. Anything a majority in Congress does is considered done according to rules. The de facto sessions situation, wehre they fake meet, is taken as meeting, quorum present, etc. “Legal fiction.”
