I don't mean this completely literally but, in effect, they have a box of papers in a locked room right now. You can't go into that room. You can't look in that box. But (maybe) in December, they could bring that box out of the locked room and they could put the box on a counter and then anyone can look in the box.

They could do that.

But they are so short-handed right now due to COVID that no one can get the box out of the room and lift it on to a counter.
