Fourth - masking and testing. Directs ramp up testing, especially rapid testing, at-home rapid tests (at cost for next 3 month), plus testing at drug-stores, etc.

Masking - TSA will double fines on scoffers where masks are required, they work.

Fifth - expand economic recovery programs, long-term delayed payback loans, help for small businesses
