Well, that nails it down to the second. And every minute the time is off, moves the impact point - bigly. So, they really have no idea if it is going to hit in Italy. It’s just a guess that it will happen on that orbit.

I don’t get the “6 hour time window” thing. In six hours, an object in NEO object completes about four orbits.
Perhaps they are thinking that the orbits during that six-hour interval pass over Italy at some point, but it’s a matter of probabilities other than that.
In the east-west direction, southern Italy is only about 100 miles wide at most, which only takes about 20 seconds for an object in NEO (Near-Earth Orbit) to cross. Just as a mental calculation, 20 seconds is about 1/270 of (the orbital period of) 90 minutes, which gives a probability of 0.4% that any given chunk of the rocket will land on Italy.
