We should make no mistake: the current admin applies that concept to the federal level.
It is now politically correct and certainly more relevant for the Left's agenda to define "infrastructure" as what ever the government can suppose would be helpful to the country. With that, it can assume greater authority for its involvement and taxation.
See current Infrastructure Bill with only a small portion devoted to traditional infrastructure.

If that’s infrastructure then Medicaid should cover the purchase of alcohol and illegal drugs.
They will sell this claiming their "infrastructure" bill will fix roads. When they get the money, however, they will spend it on everything other than roads. They've been pulling this bait and switch for decades.
