I don’t hate Barr, and he’s done some good work, but he lied to us several months ago when he said the pandemic was not interfering with the investigation.
I saw through this phony about when he made a lot of noise about being outraged at the ridiculous serious if impossible coincidences required for Epstein to have killed himself but then quietly signed off on it a couple of days later. His job is to make noise, distract people, and hide the bodies.

As I understand it, a Grand Jury is called to rule on the evidence pointing to an indictment for a crime.
The Grand Jury votes to indict or not to indict. There would be no concern about a shortage of Grand Juries if you were not serious about indicting people.
Barr is not Linda. He wants his Grand Juries because he plans to issue indictments.
