In most localities, the person making the decision not to send money to Richmond would be the locally elected Treasurer. You might find them less willing to defy State initiatives than most elected sheriffs. I believe withholding state funds is most likely be criminal.
Also, state money pays for the bulk of most local School Board budgets. It is not apparent to me that the localities would win with what you suggest.

I can attest there are NC boys getting ready, many have pledged to go on leave of absence from their work to help Virginians. The ones I have spoken to are young, former military with 4-8 years average service, all combat vets.

They’re actually a bit spread out.
Albemarle county is one that voted down a 2nd Amendment Sanctuary resolution. Albemarle has plenty of northern money. Yankees that came south for the cheaper homes, lower taxes and laid back life but brought their northern politics with them. Charlottesville is also in Albemarle county and the college skews the young vote left.
The county of Roanoke voted yes on 2A Sanctuary status but the city of Roanoke voted no. Salem, also in Roanoke county, has yet to vote.

There is still the possibility that enough Democrats get cold feet in the face of this opposition.
Whatever they do pass would go into effect July 1.
