Realize that the fedgov Lefties (such as now reside in Culpeper, will have infiltrators in your midst (holdovers in the field, who liked what was happening with fibbie abuse of our courts and liked, frankly- Fast & Furious- the BATFE puritan looneys. They would be targeting, for instance the deputized citizens ,for the malignant fedgov types to come after. The western version of this occurred under obamaumao— the Finicum assassination/Range wars jointly conducted with FBI and State Troopers.

Full legal onslaught, in keeping and citing VA history and Tradition behind it, forthright non threatening and BRILLIANT inarguable shutdown of illegal VA governor/Legislature actions is the best— while doing all of the above contemporaneously. Next, stop sending revenue to Richmond— see how that gets their cookies (activists in Co govts can “non-transmit” from their unique coffers).

In most localities, the person making the decision not to send money to Richmond would be the locally elected Treasurer. You might find them less willing to defy State initiatives than most elected sheriffs. I believe withholding state funds is most likely be criminal.

Also, state money pays for the bulk of most local School Board budgets. It is not apparent to me that the localities would win with what you suggest.
