UPDATE 11:50 a.m. The shooting suspect at NAS Pensacola was an aviation student from Saudi Arabia, the Associated Press is reporting.
The AP is reporting that authorities are investigating if the shooting was terrorism-related.

We sell arms to the Saudis amongst many other nations. When you sell a system, be it aircraft, ships, or tanks, the purchaser usually wont buy unless they are assured some training to go along with it. Otherwise the sale is pretty useless. So thats going to be part of your answer. The other part of your answer is that as part of our defense partnerships with other countries, we offer to cross train or allow cross tours, so that if and when we have to fight alongside each other, we have people who understand the way we coordinate to make a combined op successful.
I am pretty certain that answer does not satisfy your question. Again, I am not endorsing every case of it. But that is the answer.
Given how two-faced the majority of our European NATO allies have become, it’s becoming tough to see the Saudis (who have not insulted, impugned, or tried to help overthrow Trump as have our European “allies” have) are any worse of a threat.

Extensive pilot and tech support training has to be included when selling military aircraft and civilian airliners.
