We sell arms to the Saudis amongst many other nations. When you sell a system, be it aircraft, ships, or tanks, the purchaser usually wont buy unless they are assured some training to go along with it. Otherwise the sale is pretty useless. So thats going to be part of your answer. The other part of your answer is that as part of our defense partnerships with other countries, we offer to cross train or allow cross tours, so that if and when we have to fight alongside each other, we have people who understand the way we coordinate to make a combined op successful.
I am pretty certain that answer does not satisfy your question. Again, I am not endorsing every case of it. But that is the answer.
