That was the dress Hilary found in Bill’s oval office top drawer. He had to come up with something. Besides, it is possible Epstein was trying to get the marching gloves and purse for Bill to fill out the ensemble for his birthday. Then the little defecate is ready for the dance. And no one has said what part Bill had while on the island.
