They can account for it, it’s just that they will go to jail if they do! Time to turn the IRS, into the ARS -Accountable Resourse Service, responsible for accounting for every dime given to a city. The city would have to make a request through them and the amount and the ARS would hand out the money. Giving a city of crack head democraps $18 billion dollars I’d like having a sleep over for alcoholics at the Jack Daniels distillery! If they don’t provide the information, the get nothing!
