The Chinese strategy, one expert said, is basically to let Trump bluster and then resume talking with more serious administration officials.
NEW YORK - The Chinese were not surprised by President Donald Trump's threats to impose more tariffs on their goods, several experts said Monday - they just assumed it was Trump being Trump.
“I am not sure how literally Trump’s threat is being taken in Beijing, but he has articulated essentially the same threat before,” William Hurst, a Northwestern University political science professor and an expert on Chinese politics and legal institutions, wrote in an email to NBC News.
“So it is likely not a surprise, except perhaps in its timing.”
And Trump may have inadvertently strengthened the Chinese bargaining position, Hurst said.
“The U.S. seems to want trade negotiations to conclude quickly, whereas it is probably in China’s interest to delay or drag them out as long as possible,” Hurst said.
“I think the Chinese leadership generally views Trump as a weak president with some erratic tendencies,” he added. “Trump is at least potentially useful for China because he is accelerating America’s retreat from the world and alienating erstwhile allies and partners as he does so.”

Trump threatening to increase Tariffs was a direct result of SOMETHING the Chinese did... and if they don’t fix it, I am sure he will indeed to it. Basically he’s telling them to EFF OFF and STOP IT.

I assume that Trump has examined both the political and economic implications of increasing tariffs on Chinese goods. However, the Times presents no reason to believe that, at root, Trump’s decision is other than what his advisers say it is — a response to bad faith negotiating by China.
China is notorious for its bad faith in international relations, so we shouldn’t be surprised that it apparently has reneged on commitments made during negotiations. The proper response is to do exactly what Trump plans to do — inflict more pain on China.
But Trump is leaving the door open for China to return to the table if it’s willing to behave like a proper negotiating partner. The Times reports:
A final trade agreement could still be reached. Mr. Lighthizer [Trump’s top trade adviser] and Mr. Mnuchin [the Treasury Secretary] said on Monday that the Chinese delegation had not canceled travel plans to come to Washington on Thursday and Friday for negotiations.
“We’re not breaking up talks at this point,” Mr. Lighthizer said.
The Red Chinese are used to having their way, and used to dealing with an America that isn’t willing to make short term sacrifices to deny them their way. Trump has decided to reverse this pattern.

Hurst was there. Probably said something to the effect that Obama was so courageous for taking on the Red Chinese.
Truth of the matter is that if Trump announces tomorrow “you guys have made your last shipment to Walmart” China will be embroiled in a civil war within 90 days.
