I have been actively engaged on line (EIES) since before there was even a text-based Internet, (much less, a graphics-enabled WWW) and, as far back as I can track, the use of all caps has always been considered an extremely rude form of yelling.

Watching CBS on election night, after it was obvious Trump was going to win, somehow they found satisfaction that the very media he targeted was responsible for accurately calling his wins/losses. They don’t even know how stupid they sound.
