The Clinton Foundation, which has done a number of good works over the past 15 years, would appear to present an inherent conflict of interest should Mrs. Clinton become president, and possibly does even now with her as a candidate.
Mrs. Clinton has suggested that if she is elected, the foundation which collects contributions from wealthy interests, including foreign governments would continue basically as is.
If Bill seeks to raise large sums of money from donors who also have an interest in U.S. policy, the public will rightly question whether the grants affected United States foreign policy, said Stephen Gillers, a legal ethics expert at New York University School of Law. Ethics rules, he notes, are not merely to prevent bad behavior but to foster public trust in the integrity of government choices. Hes open, however, to the idea of their daughter, Chelsea Clinton, running the foundation.

The DEMS came up with the ‘donation limitation’ to cripple the Republicans. The Clintons (and Dems) get around the donation laws by creating these tax-free foundations to launder money from foreigners and use it to get re-elected/elected to an office.
