Let me begin with this. If the National Enquirer wrote a story about me cheating on my wife with five women, I had better be extremely definitive in my response; because if I’m not, my wife –smelling the guilt – would kick my ass. OK, let me also tell you that I wouldn’t be angry; in fact, I’d be ecstatic. It’s fun to count money from guaranteed punitive and compensatory damages in a multimillion dollar lawsuit.
But that’s me. I can’t speak for Senator Ted Cruz except to say that so far his reaction seems —well, not exactly definitive. He calls it “garbage and false,” not exactly a denial. Then he plays the victim, calling it an attack on his family; “offensive to Heidi and me, they’re offensive to our daughters,” he writes.
Actually, it’s not an offense aimed at your wife or your daughters; it’s aimed at you, Senator. Then, there’s the attack on Donald Trump.

The media are holding off as much as they can and then will rip cruz apart if he helps the establishment deny Trump the delegate count.
Cruz cannot get the delegate count and his time was over when he lost FL and other states on that Tuesday.
Let’s be fair. If this were a blog author speculating that Trump planted the NE story (with no evidence) or asserting that Trump has a thing for Pecker, the article would be posted dozens of times here.

Sounds like wormy lawyer type carve out words.
In other words “the story is false” (like perhaps one line in the story, but 99% is true, therefore the story is false)
Normally, one would agree that a simple “it’s false” would work. For me and you, and most folks that would be fine, but this is a lawyer (a genius lawyer some say) and a politician, so we as people break down exactly what they say, as they (as lawyers) parse their words very very carefully.
Wordsmithing is an art form in the world of law and politics.

His language is clear enough that, should the story turn out to be true, only a Clintonesque parsing of the phraseology can result in in not being a lie.
I ma guessing you support cruz even though he cannot get the delegate count and is only there as a spoiler for the establishment.
If only it were that simple.
