Decriminalize, Regulate Heroin, Cocaine, Commission Says

A commission composed mostly of former world leaders will recommend Tuesday that governments move beyond legalizing marijuana and decriminalize and regulate the use of most other illegal drugs, including heroin and cocaine.

The international drug-control system is broken, says a report to be released Tuesday in New York by the Global Commission on Drug Policy.

Governments should be allowed wide latitude to experiment with the regulation of drugs, except for the most lethal, says the commission, whose 21 members include former U.S. Federal Reserve Chairman Paul Volcker, former U.S. Secretary of State George Shultz, and former presidents such as Brazil´s Fernando Henrique Cardoso, Mexico´s Ernesto Zedillo and Colombia´s César Gaviria.

"We have to control drugs, which are out of control," Mr. Cardoso said in a telephone interview. "Some lethal drugs have to be prohibited…but the guiding principle has to be to guarantee the health and safety of people."

The report is the latest indication that the U.S.-led war on drugs is faltering—even in the U.S., where 23 states now allow for medical marijuana, while two, Washington and Colorado, voted in 2012 to legalize marijuana. It's going to reduce the black market to about the size of the alcohol black market - which will be a clear win for everyone but the criminals.

I'm sure that's a nice thought but with drugs, it comes down to potency, not flavor.

Yeah, and Freedom can be really REALLY uncomfortable for those who want no limits - no controls on anything and everything.

With Great Freedom Comes Great Responsibility. If you think you can use and abuse your freedoms by creating a nation of freaks and addicts - you are certainly no conservative.

Did the founders prohibit drugs in the USC?

They had their own moonshine and snuff and mushrooms, etc.

But, I guess they didn’t understand the ‘dynamics of a good society’.

I'm sure that's a nice thought but with drugs, it comes down to potency, not flavor.

Unless the potency of the legal product is limited to a ridiculous degree, a user can get as high as they want by taking enough. (And if you think alcohol is all about flavor, visit your nearest fraternity row some Friday or Saturday night.)

Per capita, Americans consume more prescription opiates than any other country, and Florida, by far, has the highest rate in the US. I know that there many people with chronic pain, but the disparity is disturbing. Over 100mg equivalent per day consumption of morphine does result in an increase in mortality and morbidity.

I think a new Opium war is being waged on the American public to pacify and dumb down the public.

Actually - you liberals DO want controls and limits on illicit and dangerous drugs.

You want to control the TAX base on them. Lets not forget that good old tax revenue that comes from legal weed, meth, coke or whatever.

And with higher taxes comes what? Thats right! Bigger Government.
