can't he just do it by fiat?It isn't even fiat. There's no cap on the budget for over a year. He can just issue an executive order and print the money.

So. My main question is, “where in the Boehner/McConnell utter-capitulation budget” does this particular partisan expenditure fall?

It's the perfect fund for when global warming starts melting the heaping piles of snow: a slush fund.

>"Weather practically everywhere is being caused by climate change," Holdren said. This is so stupid on the surface, I think I lost 20 IQ points just reading it. I assume the next thing we will hear is that the climate is better in wealthy areas so we need to pay our fair share to help poor neighborhoods where the weather is bad.

“$1B climate change fund”
AKA, 2016 Dem party campaign fund. This money will be marked for “outreach”, “promotion”, “communication”, etc. All of which boils down to leftist advertising.
I guarantee it.

Obama to pitch $1B climate change 'resilience fund'
I smell a brand new EO. Or is clown even bothering to write and issue EOs anymore?

If this idiot can convince Americans we are facing “Global Warming” after this winter, he is in the wrong job. He could do much better selling using cars and real estate.

Obungu is going to approve the Keystone. The nonsense mentioned here (global warming resilience fund) is a sop to the eco-wackos. It will be money tossed down a rat hole but will keep some Federal slugs (workers) busy and might even hire some more from “the community” to administer it

Obama is touting the fund during a trip to California, which has been devastated by a drought that is threatening the Central Valley's agriculture production and has led Gov. Jerry Brown (D) to call on Californians to conserve water. What's threatening agriculture production is diversion of fresh water to sloughs in the Sacramento River delta for the benefit of the delta smelt.

Whether it was caused by AGW or was just a natural weather event will be decided by whom? Do I smell a bureaucracy in the making? Surely a mere billion won't cover all damage. That will need to be increased by carbon taxes levied against the evil polluters. Yes that's YOU
