I found the congressional bill.

Disclaimer! I have not read the bill. I do not know why it has not yet been passed. It would seem to me that this should be a completely non-partisan issue, but I suppose if there’s a chance to politicize it, somebody will try.
It’s interesting that in Law Enforcement Dogs are considered an officer and if you harmed one you are so charged.
But in the military dogs are equipment? I guess “all animals are equal” does not apply to working dogs.

This murder of military dogs by the Federal Government needs to be stopped.
It is reminiscent of McArthur’s machine-gunning cavalry mounts in the early 20th century. It is also reminiscent of the way war dogs in Viet Nam were treated when Nixon pulled us out of there.
They did this in Vietnam. A friend of mine was a member of the USAF “K-9” security corps and was assigned to a big beautiful German Shepherd for his four year enlistment. When his time was up and he mustered out, they wouldn’t let him adopt his dog, but instead “euthanized” it. He’s still mad about it after 40+ years.
Guess they past that point on the “Complete Lives” curve. The “post-productive” citizens of the canine world.
I would support such a bill.

I think the military/government is afraid these dogs will be mishandled or hurt someone if returned to the states.
I didn’t know Obamacare covers dogs too.
This is so shamefull. These 4 legged heroes deserve a good home with people to love them and pamper them.
I read over fifty years ago that military guard dogs were being euthanized after their trainer left the service.
According to that story, one dog responded to one man and no other so the dog was killed as it could not be given to a new guard.
But then that was fifty years ago.
Thank you for posting this, Shibumi!! *Some* of these 4 legged heroes have been adopted by their handlers, but if that isn’t going to happen, they should be available to rescue, at least. (If they’re considered “unadoptable” because of their expertise- & I don’t say that in jest, many recuses do have “retirees” who will spend the rest of their lives being cared for & loved by fosters. Which are *always* needed :-) hint hint )
One of the democrat Congressmen (I want to say Schumer?) helped save one of these dogs fairly recently. And Thad McCotter would be a good person to contact, if he isn’t already involved.

I think the bill in congress is to simplify and assist the process.
If equipment, why can’t they be surplused?
