I don't know who wrote this article, but IIRC, they don't put dogs down as standard practice anymore. They are evaluated on a case by case basis for adoptability, and then those animals who qualify are put up for adoption.
I think the bill in congress is to simplify and assist the process.

You are correct sir. Having been the Property Administrator at the SPR for over 13 years,every one of our sites has/had two German shepards. They were trained in Germany along with their specific handlers. Our each trained dog was $15,000.00 each. They only listen German commands for guard ,drug and explosive duties.Their average active duty span was only 4-5 years.When they are starting to go down we always gave custody to their handlers,unless you know German. These dogs are worked HARD every day, 24/7/365,they earned their keep and more in my opinion. By the way, they only live about one year after their duty with their handlers.
