I wouldn't be too surprised if Holder leaks a trial balloon saying that F&F was necessary, or at least useful, to investigate the terror plot's Mexico components. In that way they could decide which set of talking points was better received. But such a maneuver could backfire if reporters started asking more questions about F&F.
