Why isn't someone from the Department of Homeland Security up there? Or CIA?
The fact is this has nothing to do with the jurisdiction of the DOJ.

The CIA is legally prohibited from conducting operations in the US.

And this operation began with the DEA and was continued by the FBI. Both organizations are in the Department of Justice, not in DHS.
