America has long been an exporter of terrorism, according to a secret CIA analysis released Wednesday by the Web site WikiLeaks. And if that phenomenon were to become a widely held perception, the analysis said, it could damage relations with foreign allies and dampen their willingness to cooperate in "extrajudicial" activities, such as the rendition and interrogation of terrorism suspects.
That is the conclusion of the three-page classified paper produced in February by the CIA's Red Cell, a think tank set up after the Sept. 11, 2001, attacks by then-CIA Director George J. Tenet to provide "out-of-the-box" analyses on "a full range of analytic issues."
Titled "What If Foreigners See the United States as an 'Exporter of Terrorism'?," the paper cites Pakistani American David Headley, among others, to make its case that America is a terrorism exporter. This year Headley pleaded guilty to conducting surveillance in support of the 2008 Lashkar-i-Taiba attacks in Mumbai, which killed more than 160 people. The militant group facilitated his movement between the United States, Pakistan and India, the agency paper said.

The only “Red Cell” operation I heard of happened well BEFORE 911, and a warrior/patriot named Richard(Dick) Marcinko was a part of it. Did the CIA do an operation with the same name?

Red Cell, Red team, etc, are generic terms for a group within a larger organization that’s supposed to “think outside the box,” especially with regard to analyzing your side’s own vulnerabilities. There’s nothing unique about the name.

It's a "What if?" paper. If it resonates - the next step might be a contingency plan.
News of a couple of US expats doing bad in someone else's back yard might well be enough to convince Joe Nomad that it's time to strap on a C4 merry widow and, quickly, live out his fantasies.

If you looked farther into the classified files you should find other studies along the lines of:
"What if Portugal invaded Florida"
"What if Colorado really did declare war on Canada"
...you get the picture.
(Those "what ifs" also go the other way 'round, as in "what if the US..." but best not to get into that.)
Sounds like the paper is exploring the activities of groups training and indoctrinating jihadi terrorist types right here in the US.
That doesn't mean the CIA approves of the activity, and we know just how easy it is to get the current DOJ to enforce the law, don't we?

Everyone should read the document so you can see how pitiful and weak the case appears. If that’s the best the left can do, they should hang their heads in shame and commit suicide to spare themselves the knowledge that they are have no talent at propaganda, logic or rhetoric.

After reading this story today of the CIA Operative that accidentally shot himself, I thought: “Damn, I want to read the guys book”.
The cynic in me has to believe that there is more to the story in regards to how he died.
