Let’s see if the Peruvian justice system can do a better job than Aruba/Netherlands.
Wager: Netherlands will try to have the killer tried in Netherlands territory, then find insufficient evidence. And he will be turned loose to murder some other woman.

"Peru has the death penalty." I'd have to look, but I don't believe they have the DP for just murder. It has to be treason or perhaps terrorism as well. Most the South American countries did away with capital punishment for murder (or altogether) during the 70s & 80s. Some still have it for treason and mass murder. I think Guyanna (sp?) is the only country that still has it for a single murder.
