WASHINGTON President Obama said Monday that he was revamping American nuclear strategy to substantially narrow the conditions under which the United States would use nuclear weapons, even in self defense.
But the president said in an interview that he was carving out an exception for outliers like Iran and North Korea that have violated or renounced the main treaty to halt nuclear proliferation.
Discussing his approach to nuclear security the day before formally releasing his new strategy, Mr. Obama described his policy as part of a broader effort to edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions. To set an example, the new strategy renounces the development of any new nuclear weapons, overruling the initial position of his own defense secretary.
Mr. Obamas strategy is a sharp shift from those adopted by his predecessors and seeks to revamp the nations nuclear posture for a new age in which rogue states and terrorist organizations are greater threats than traditional powers like Russia and China.
It eliminates much of the ambiguity that has deliberately existed in American nuclear policy since the opening days of the Cold War. For the first time, the United States is explicitly committing not to use nuclear weapons against non-nuclear states that are in compliance with the Nuclear Non-Proliferation Treaty, even if they attacked the United States with biological or chemical weapons, or launched a crippling cyberattack.
Those threats, he argued, could be deterred with a series of graded options -- a combination of old and newly designed conventional weapons.
Im going to preserve all the tools that are necessary in order to make sure that the American people are safe and secure, Mr. Obama said during the interview in the Oval Office.

There would still be considerable usefullness to initiate "hearings", even if only by the minority in the House Judiciary Committee.
From the deepest depths of my being I hate this b@stard! This in insanity!!!!
Maybe he's the one who needs the brain scan?
“Everybody will like us a lot more now....”
But they love us already...right? Hmmm?
Obama doesn’t strike me as a technical wizard, but he must have a lot of confidence in his understanding of the command and control of “things”. Our military has done a great job of protecting this country from external threats, and I expect it to continue to do so. Really smart people have considered “contingencies” for 60+ years, and I’m sure that they had considered this particular unpleasant one.
But, worst case, look at the bright side. If Russia were to take over (which looks like it would be pretty easy at this point), at least Putin knows how to deal quickly and severely with threats to his citizens. We’d probably be safer than we are now...
Independents sway elections and just assumed anyone would be better than Bush, they were wrong and now they know that.
Yes, I have posted before re the Iran Russia China Chavez alliance.
This will affect America like nothing we have ever faced.
Along with Chavez pulling in other countries in South and Central America.
Un-freaking-believeable!

No less strident than the Ann Coulter statement on your profile page.
Why would you state what you would not do???? That helps enemies shape their strategies. What a dope.
You still don't get what's happening??
Thanks for the ping LucyT.
Something comes to mind about the Organ Grinder’s associate, a leash, and flipping us off, but it wouldn’t be a good idea to post the thought in detail, so I won’t.
Impeachment would be too good for this guy Obama.

If Obama were to become a major league pitcher, he would be the worst in history.... he would whine that its not fair that the batters keep advancing to the base on 4 balls, so Obama would demand that the rules be CHANGED so that he could appear as if he’s an All Star Pitcher. He would make the strike zone extend from the dirt to the top of the batter’s helmet, and when the ESPN clubhouse reporter asks him, “Do you really think its right to change the rules that have governed the game of baseball for over a century just to make it more ‘fair’ for the pitcher? You do realize, sir, that the pitcher is only one person playing in the game with 17 other players... right?” Obama would answer, “Now, look, I don’t think the fans come to the baseball rink to keep track of the ‘rules’. People come out here to see me, and to see other big leaguers. I understand that people like you sports reporters love to harp on the rules of the game, or the process by which the game is played, but I don’t think that is something the fans come to see. The fans want to come see me be as fair as possible and they come to watch everyone walk off the field a winner. No one even remembers who ‘wins’ the games....” ESPN reporter, “What do you have to say to those fans outside the park demanding that you restore the rules of the game and those who say that its the consistency of the rules that have made the game such an exestential part of Americana?” Obama, “Those are the same people who protested the idea of integrating the Negro League into the MLB. Those are voices of hate.” ESPN reporter, “Actually, sir, I see a group of diverse people out there and I believe that they are professing their LOVE for the game and that your rules change seems arbitrary and damaging.” Obama, “Like I said, they are racists. Trust me, if I say it, its true”
Biden would sit there with this thumb up his a** for 3 years. Harding 2.0
Boo fuckin’ hoo.
The Bush administration is issuing a reminder of its policy that warns any nation using weapons of mass destruction against the United States or its allies that it will face massive retaliation, perhaps with nuclear weapons.
Ummm... here's the policy that I was talking about ... LOL ...
... we would respond with nukes against the presumed country where the terrorist acts originated, and also possibly against Mecca (that being the one thing the terrorists would hesitate to see destroyed).
I already knew about responding to any nations that attacks us like that is subject to U.S. retaliation, including up to nuclear weapons... that's not new ... :-)
It's the part about "terrorists" and "presumed" and "Mecca -- doncha know ... LOL ...
Wrong Oh. I knew "progressives", like Stalin for example, liked to revise history, but that's less than 8 years ago.
LOL ... like I said, I already knew it was the "policy" of certain FReepers to attack Mecca and terrorists from presumed countries ... :-)
I read those "policies" all the time here....
Or...0bama knows Iran is a threat to us. The problem is he’s on their side.
and if they have one on their car, I imagine the paint wont be pristine.
No, conservatives don’t work that way. We leave the cars alone and present a winning argument to the useful idiots.
It’s the “celebrate diversity”, “tolerance” fools that wreck our cars.
The plot centers on the fictitious U.S. President Jordan Lyman (Fredric March). As the story begins, Lyman faces a wave of public dissatisfaction with his decision to sign a treaty with the Soviet Union, an agreement that will supposedly result in both nations simultaneously destroying their nuclear weapons under mutual international inspection. This is extremely unpopular with both the President's opposition and the military, who believe the Soviets cannot be trusted.
we’ll see.
