Obama Limits When U.S. Would Use Nuclear Arms

WASHINGTON — President Obama said Monday that he was revamping American nuclear strategy to substantially narrow the conditions under which the United States would use nuclear weapons, even in self defense.

But the president said in an interview that he was carving out an exception for “outliers like Iran and North Korea” that have violated or renounced the main treaty to halt nuclear proliferation.

Discussing his approach to nuclear security the day before formally releasing his new strategy, Mr. Obama described his policy as part of a broader effort to edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions. To set an example, the new strategy renounces the development of any new nuclear weapons, overruling the initial position of his own defense secretary.

Mr. Obama’s strategy is a sharp shift from those adopted by his predecessors and seeks to revamp the nation’s nuclear posture for a new age in which rogue states and terrorist organizations are greater threats than traditional powers like Russia and China.

It eliminates much of the ambiguity that has deliberately existed in American nuclear policy since the opening days of the Cold War. For the first time, the United States is explicitly committing not to use nuclear weapons against non-nuclear states that are in compliance with the Nuclear Non-Proliferation Treaty, even if they attacked the United States with biological or chemical weapons, or launched a crippling cyberattack.

Those threats, he argued, could be deterred with “a series of graded options” -- a combination of old and newly designed conventional weapons.

“I’m going to preserve all the tools that are necessary in order to make sure that the American people are safe and secure,” Mr. Obama said during the interview in the Oval Office.

There would still be considerable usefullness to initiate "hearings", even if only by the minority in the House Judiciary Committee.

Obama doesn’t strike me as a technical wizard, but he must have a lot of confidence in his understanding of the command and control of “things”. Our military has done a great job of protecting this country from external threats, and I expect it to continue to do so. Really smart people have considered “contingencies” for 60+ years, and I’m sure that they had considered this particular unpleasant one.

But, worst case, look at the bright side. If Russia were to take over (which looks like it would be pretty easy at this point), at least Putin knows how to deal quickly and severely with threats to his citizens. We’d probably be safer than we are now...

There is a bright side. A strike would most likely take out Obama’s (and by proxy, the Democrats) strongest power bases. Then the rest of us could get on with living our lives.

The Bush administration is issuing a reminder of its policy that warns any nation using weapons of mass destruction against the United States or its allies that it will face massive retaliation, perhaps with nuclear weapons.

Ummm... here's the policy that I was talking about ... LOL ...

... we would respond with nukes against the presumed country where the terrorist acts originated, and also possibly against Mecca (that being the one thing the terrorists would hesitate to see destroyed).

I already knew about responding to any nations that attacks us like that is subject to U.S. retaliation, including up to nuclear weapons... that's not new ... :-)

It's the part about "terrorists" and "presumed" and "Mecca -- doncha know ... LOL ...
