A Pennsylvania woman known to authorities as "Jihad Jane" was charged with conspiracy to provide material support to terrorists, conspiracy to kill in a foreign country, making false statements to a government official and attempted identity theft.
The indictment, unsealed Monday, charges that Colleen R. LaRose, and five unindicted co-conspirators recruited men on the Internet to wage violent jihad in South Asia and Europe, and recruited women on the Internet who had passports and the ability to travel to and around Europe in support of violent jihad.

WASHINGTONDavid Kris, Assistant Attorney General for National Security, and Michael L. Levy, U.S. Attorney for the Eastern District of Pennsylvania, together with Janice K. Fedarcyk, Special Agent-in-Charge of the FBI in Philadelphia, today announced the unsealing of an indictment charging Colleen R. LaRose, aka Fatima LaRose, aka JihadJane, with conspiracy to provide material support to terrorists, conspiracy to kill in a foreign country, making false statements to a government official, and attempted identity theft.
The indictment charges that LaRose (an American citizen born in 1963 who resides in Montgomery County, Pa.) and five unindicted co-conspirators (located in South Asia, Eastern Europe, Western Europe, and the United States) recruited men on the Internet to wage violent jihad in South Asia and Europe, and recruited women on the Internet who had passports and the ability to travel to and around Europe in support of violent jihad.
The indictment further charges that LaRose and her unindicted co-conspirators used the Internet to establish relationships with one another and to communicate regarding their plans, which included martyring themselves, soliciting funds for terrorists, soliciting passports, and avoiding travel restrictions (through the collection of passports and through marriage) in order to wage violent jihad. The indictment further charges that LaRose stole another individuals U.S. passport and transferred or attempted to transfer it in an effort to facilitate an act of international terrorism.
In addition, according to the indictment, LaRose received a direct order to kill a citizen and resident of Sweden, and to do so in a way that would frighten the whole Kufar [non-believer] world. The indictment further charges that LaRose agreed to carry out her murder assignment, and that she and her co-conspirators discussed that her appearance and American citizenship would help her blend in while carrying out her plans. According to the indictment, LaRose traveled to Europe and tracked the intended target online in an effort to complete her task.
Todays indictment, which alleges that a woman from suburban America agreed to carry out murder overseas and to provide material support to terrorists, underscores the evolving nature of the threat we face, said David Kris, Assistant Attorney General for the National Security Division. I applaud the many agents, analysts, and prosecutors who worked on this important investigation.
This case shows the use terrorists can and do make of the Internet, said U.S. Attorney Michael L. Levy. Colleen LaRose and five other individuals scattered across the globe are alleged to have used the Internet to form a conspiracy to provide material support to terrorism, culminating in a direct order to LaRose to commit murder overseas. LaRosean American citizen whose appearance was considered to be an asset because it allowed her to blend inis charged with using the Internet to recruit violent jihadist fighters and supporters, and to solicit passports and funding. It demonstrates yet another very real danger lurking on the Internet. This case also demonstrates that terrorists are looking for Americans to join them in their cause, and it shatters any lingering thought that we can spot a terrorist based on appearance.
This case demonstrates that the FBI and our partners in the law enforcement and intelligence communities must continue to remain vigilant in the face of the threats that America faces, in whatever form those threats may present themselves or no matter how creative those who threaten us try to be, said Special Agent-in-Charge Janice K. Fedarcyk of the Philadelphia Division of the FBI. We must use all available technologies and techniques to root out potential threats and stop those who intend to harm us.
If convicted of the charges against her, LaRose faces a potential sentence of life in prison and a $1 million fine.
This case was investigated by the FBIs Joint Terrorism Task Force. It is being prosecuted by Jennifer Arbittier Williams, Assistant U.S. Attorney from the Eastern District of Pennsylvania, and Matthew F. Blue, Trial Attorney from the Counterterrorism Section in the Justice Departments National Security Division.

SNIPPET: The last time Mrs. Mott said she had spoken to her daughter, Sept. 11, she reported her daughter told her she had been in Denver praying.
Mrs. Mott told police she and her daughter had been fighting after Paulin-Ramirez had decided on Easter that she was going to become a Muslim.
Paulin-Ramirez began to wear a scarf and spend an excessive amount of time on the Internet speaking to someone named Alley, according to Thomas report. Mrs. Mott feared that her daughter was headed to New York to meet Alley, an Algerian man, who said he was coming to America to become a pilot. She also voiced fears that it was her, and not her daughter, who was Christians primary caregiver and was afraid the boy would not be accepted into the Muslim community.
Mrs. Mott told Thomas that it was, very out of character for her daughter to disappear, giving up a job she had held for more than two years at Vail Valley Medical, where she was a medical assistant.

Four Released in Ireland Terror Case

SNIPPET: WATERFORD, Ireland Irish police said on Saturday evening they have released all three women who were among seven individuals arrested earlier this week in connection with an alleged plot to murder a Swedish cartoonist.
They were released and not charged, police said.
SNIPPET: The three remaining people in custody are males, and are being held in the Tramore and Waterford stations, a spokesman for the Irish police said. Police also confirmed for the first time Sunday morning that a U.S. citizen had been among those in custody.
The released individuals could still face charges down the road. A report for each of those arrested will be submitted to a director of public prosecutions, who can then decide whether the suspect should be re-arrested and charged. This process could take a matter of weeks, the spokesman said.
A release of Ms. Paulin-Ramirez raises the question of whether she will now be deported.

U.S. Woman Released in Terror Case

SNIPPET: U.S. officials are still investigating what role Ms. Paulin-Ramirez may have played in the purported plot against the cartoonist, according to people close to the situation.
Investigators are still looking into her Internet contacts to determine whether Ms. Paulin-Ramirez was an active participant in the alleged plot or just swept up in the probe by virtue of being in touch with others charged.
SNIPPET: The Justice Department said it wouldnt confirm her identity. There are no U.S. charges pending against her and her status in Ireland is unclear.

LaRose, 46, was in court just 21/2 minutes for the arraignment on charges that she joined a plot by militant Muslims abroad to kill a Swedish artist.
Wearing tight braids in her dirty-blonde hair and a green jail uniform, LaRose appeared to pay little notice to the capacity crowd in the courtroom, though defense lawyer Mark Wilson later said she had been smiling slightly.
Her only words of the brief appearance, “not guilty,” came in a strong, though raspy, voice.
U.S. Magistrate Judge Lynne A. Sitarski set a May 3 trial date for LaRose and ordered her to remain in jail, where she has been held since she was arrested in October while stepping off a flight at Philadelphia International Airport.”

Women from Colorado and Pennsylvania Charged with Terrorism Violations in Superseding Indictment
WASHINGTONA superseding indictment unsealed this afternoon in the Eastern District of Pennsylvania charges Jamie Paulin Ramirez, a U.S. citizen and former resident of Colorado, and Colleen R. LaRose, aka Fatima LaRose, aka JihadJane, a resident of Pennsylvania, with conspiracy to provide material support to terrorists. The superseding indictment adds Ramirez as a defendant to what was previously an indictment charging only LaRose.

The superseding indictment charges that LaRose and Ramirez traveled to and around Europe to participate in and in support of violent jihad. According to the superseding indictment, Ramirez exchanged e-mail messages with LaRose during the summer of 2009, in which LaRose invited Ramirez to join her in Europe to attend a training camp. Ramirez is charged with accepting the invitation and asking to bring along her minor male child. On Sept, 12, 2009, Ramirez traveled to Europe with her child with the intent to live and train with jihadists. The day she arrived in Europe, the indictment alleges, Ramirez married an unindicted co-conspirator whom she had never before met in person.
The superseding indictment charges Ramirez, age 31, with one count of conspiracy to provide material support to terrorists, which carries a maximum penalty of 15 years in prison and a $250,000 fine. The charges against LaRose remain unchanged, and carry a maximum potential sentence of life in prison and a $1 million fine.
Ramirez was arrested this afternoon in Philadelphia after voluntarily flying to the United States from abroad.

SNIPPET: In June 2008, Jihad Jane had posted a comment on YouTube saying she was desperate to do something somehow to help suffering Muslims. According to the FBI indictment, she appears to have been contacted by the jihadis thereafter. The indictment charges that she received a direct order to kill a Swedish resident. She traveled to Sweden and tracked the target with the intent of carrying out the murder. The FBI identified the target as cartoonist Lars Vilks.In an e-mail message to a co-conspirator, she wrote that she would pursue her mission till I achieve it or die trying, according to the indictment.The indictment accuses her of agreeing, in March 2009, to marry a co-conspirator from a South Asian country who was trying to obtain residency in Europe.He allegedly urged her to go to Sweden, find the Swedish man and kill him. The indictment claims she tried to raise money over the internet, lure others to her cause, and lied to FBI investigators.
According to US media reports, she is also linked to an online organization Revolutionmuslim.com where she was a subscriber, again using the name Jihad Jane. The site is run by an American Muslim, who had made the following posting after she was indicted: Sisters please consider sending her [LaRose] a message of support and hope and lets remind her she isnt alone. Its likely shes the only Muslimah there. As always, use discretion when writing, dont ask pointed questions, and of course dont say anything that could create problems for her or yourselves.
She has been accused not only of conspiring to murder the cartoonist, but also of allegedly trying to recruit women with Western passports to marry fellow violent jihadists and of raising money for terrorist causes.

The guilty plea, which was entered today before U.S. District Court Judge Petrese B. Tucker, was announced by Assistant Attorney General for National Security David Kris, United States Attorney for the Eastern District of Pennsylvania Zane David Memeger, and Special Agent-in-Charge George Venizelos, of the Federal Bureau of Investigation’s Philadelphia Division.
LaRose, a U.S. citizen and former resident of Montgomery County, Pennsylvania, was charged by indictment in March 2010. A superseding indictment was filed in April 2010, adding co-defendant Jamie Paulin Ramirez, a U.S. citizen and former resident of Colorado. Ramirez is awaiting trial which is scheduled to begin May 2, 2011.
