I know someone who purchased this from RAND.

By page 19 this report goes from discussing the need for a Special Police Force overseas to supplement interventions, to suddenly needing a force that can circumvent Posse Comitatus.

Posse Comitatus exists for a reason and any attempt to circumvent it, not matter how nicely packaged, is a step on the way to "Special" police becoming "Secret" police.

They call it :A STABILITY POLICE FORCE: This study asks several questions. First, is a Stability Police Force (SPF) necessary? An SPF is a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups. In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend tasks makes it fundamentally different from UN or other civilian police, who deal with more routine law and order functions. It is also different from most military forces, which are generally not trained and experienced to conduct policing tasks in a civilian environment. Second, if an SPF is necessary, what should it look like? This includes considering such issues as: its objectives, tasks, and size; its speed of deployment; its institutional capabilities; where it should be headquartered in the U.S. government and how it should be staffed (standing force, reserve force, and hybrid force); and its cost.

I’d look at other options if I was really serious, with just making sure that the elections are not rigged. That would be the most efficient method to reverse this disaster.

Connecting up with similar thinking neighbors and friends to keep a support system going.

But it won't be "us" rioting, it will be those who have not prepared (think the masses in NO during/after Katrina).
No, "we" will not be rioting, "we" will be quietly planning and organizing.
"We" already have a loose network of like-thinking Americans who have basic stores laid in and common weapons and ammo - I'm not talking "survivalists" or "militias" - just regular Americans who have the same heart and minds......

A core lesson there: the tyrants were organized before they acted; the subjects never considered organizing a viable opposition, save maybe only when it was far too late.

GOP needs to assert itself ASAP as an opposition which must, will and shall be taken seriously - not just dismissed via closed-door dealmaking and planning.

The USMS hybrid option also provides an important nondeployed mission for the force: augmenting state and local agencies, many of which currently suffer from severe personnel shortages.
Translation: they would insert federal people into local and state agencies, who could act to ensure that the locals comply with federal orders, and to keep tabs on who is inadequately "loyal" to the federal agenda.

The reason for this SPF is to have a ready force to deploy overseas. They want a local domestic mission to maintain their law-enforcement proficiency. They want these people to be federal employees at all times, for unstated reasons.

If all they wanted was a force of experienced cops, detectives and investigators they could deploy overseas, a more obvious solution would be to encourage local police to be members of the National Guard. Thus, the Guard could pull these guys from their local jobs if really needed, and put them back when the deployment is over. Meanwhile, the feds could reimburse the local depts for the overtime they would need to pull in order to cover the deployed cops. But that would not satisfy the desire for a large National Police Force.

Forget the nukes angle. They’ll invoke it to control “those destabilizing ‘tea parties’”, thanks to some choice video driven home by a complicit media.

Another recent thread detailed how most wars start not from some major event, but just kinda happen, snowballing from a small incident egged on by over-prepared escalation by opposing uncooperative parties.
