WASHINGTON -- A liberal Democratic senator questioned the roles of Obama administration policy "czars" Tuesday, but the White House denied it is using these officials to evade congressional scrutiny.
Sen. Russell Feingold, D-Wis., said Congress needs to know whether some of the czars make policy but have no obligation to submit to congressional questioning.
While the Obama administration is hardly the first to name high-level advisers to handle issues like health care and climate change, Feingold said, "It's not good enough to simply say, 'Well, George Bush did it too.'"
Prior to a Senate Judiciary subcommittee hearing that featured academic experts, Feingold released a letter from White House counsel Gregory Craig that defended the officials.
Craig said some presidents have used such special advisers, or czars, to undermine Congress, but "that is simply not the case in the current administration."

It makes me even more wary of the Obama administrations czars authority now that they ignored the hearing request of senator Feingold and would not even provide a witness for the hearing. I think that they can create policy without congressional approval, otherwise, why would they be shrugging this off and trying to hide from these czars being investigated? Here's some other sources:

Seems to me these “czars” are not working for free. If the Feingold really has a pair, he’d cut off the money for these people. Give 0bama secret service protection, a secretary, and pay the light bill. The White House needs to come forward with justification for any more money than that.

I would think these dem senators would start to get very nervous about how much power Obama and his ilk are taking away from them. Feingold should be furious for being snubbed.

Czars have the power to make or change legislation without approval by Congress or the public, and they answer only to Obama!
The arrogance of stonewalling Feingold is unbelievable. Let's hope it angers Feingold and other Senators so much that they start impeachment proceedings against Obama. By doing this, he has literally flipped Congress off. Thank God that he's showing them what an arrogant pos he is. I knew he would do that to Republicans but I am truly shocked that he did it to his own party.

What this goes to show:
When a liberal stands up for the rule of law as described in the Constituion, we stand with them.
Feingold is wrong 99% of the time. This is that other 1%.

He is concentrating power in the executive branch. Robert Byrd sent him a letter telling him what he was doing was unconstitutional.
