Does anyone know the line of succession after you've removed the majority leaders from both houses of Congress?

Vice President Joe Biden told a joke about Barack Obama's birth certificate at the Gridiron dinner in Washington, D.C. last night.
The joke was reported by Mike Allen at Politico in his article about Biden's intentionally funny speech (as opposed to his usual foot in mouth routine.):
"You know, I never realized just how much power Dick Cheney had until my first day on the job. I walked into my office, and you know how the outgoing president always leaves the incoming president a note in his desk? I opened my drawer and Dick Cheney had left me Barack Obama’s birth certificate."
Numerous court cases have been filed demanding documentation by Obama that he meets the Constitution's requirement that a president be a natural born citizen. Obama has fought those lawsuits instead of producing the requested documentation. His campaign produced a document last summer it claimed proved he was a natural born citizen.
They all have guilty knowledge.

I believe over the period that the Natural Born Citizen - Birth Certificate issue has been evolving, Mr. Obama, his staff and administration, for the most part, have made it a tactic to NOT RESPOND to the allegations and the issue as a whole.
Mr. Biden has, with his disgusting and stupid sense of humor, just opened that door and “raised the ante” concerning the issue.
For those of you who are monitoring this site from Washington DC, and we Freepers know you are: I will exercise my “First Amendment Right” to tell Mr. Biden that I personally do not find this situation concerning Mr. Obama’s ineligibilty and failure to produce his long form birth certificate very funny.
Let me repeat for your benefit Mr. Biden what I have posted before on this site about my family’s service to Our Nation.
My deceased father was US Navy Veteran (WWII, Korean and Vietnam Wars) of 30 years service. My eldest brother is US Army Veteran (13 months in Vietnam) of 2 years service. My next eldest brother is a US Navy Veteran (Vietnam and Persian Gulf War Era) of 22 years service. I am a USMC Veteran (Persian Gulf War - Ops Desert Shield/Storm) of 20 years... sum 74 years of active duty service to Our Nation.
We are all “Cold Warriors” as well; having served at the time of the Soviet Union’s reign and its ultimate demise.
We, sir, had to produce our long form birth cerificates for our oaths of enlistment and, in my case, oath of enlistment and OATH OF OFFICE as a Commissioned Officer.
Mr. Biden, the Natural Born Citizen - Birth Cerificate issue in not a joke.

Pre-existing combat injuries tossed into the mandatory mix of health insururer’s underwriting
