Rep. Alcee L. Hastings, D-Fla., has introduced to the House of Representatives a new bill, H.R. 645, calling for the secretary of homeland security to establish no fewer than six national emergency centers for corralling civilians on military installations.
The proposed bill, which has received little mainstream media attention, appears designed to create the type of detention center that those concerned about use of the military in domestic affairs fear could be used as concentration camps for political dissidents, such as occurred in Nazi Germany.
The bill also appears to expand the president's emergency power, much as the executive order signed by President Bush on May 9, 2007, that as WND reported gave the president the authority to declare an emergency and take over the direction of all federal, state, local, territorial and tribal governments without even consulting Congress.

I just fired off an email to my congressman. I’ve asked him to vote NO. And if it does pass I’ve encouraged him to vote to sever our ties with the United States.
I note that the bill specifically calls out the definitions of emergency and disaster from the Stafford Act. Stafford specifically deals with natural disasters (The Katrina mess was a mess because the governor did not understand Stafford, and the word Stafford was never ever mentioned by the press).
He does not mention civil insurrection, martial law, or other such nefarious things.
Remember the mess that the displaced Katrina people caused everywhere they went? They were put all over the place but mostly in neighborhoods. If this bill were in place, they would have been sent to some base that had lots of empty barracks.

It depends who's in power. These facilities are designed to house people who are homeless from hurricanes or nuclear bombs in cities. hundreds of thousands of people who have no place to go.
Also useful for rounding up and incarcerating Freepers, people who listen to Rush/Hannity, Republicans, Christians, straights and people who have never traveled to France. Kind of a multi-purpose public facility, if you know what I mean...
