Gov. Bobby Jindal Signs Bill to Chemically Castrate Sex Offenders

On the heels of today's SCOTUS decision in Kennedy v. Louisiana barring the death penalty for sex offenders, Gov. Bobby Jindal released a statement calling the ruling an "affront to the people of Louisiana" - and what's more, vowing to do whatever possible to amend the state’s laws in order to maintain the death penalty for child rape.

But that's not all he did.

Today, Gov. Jindal signed the "Sex Offender Chemical Castration Bill," authorizing the castration of convicted sex offenders. They get a choice: physical or chemical. Oh, and they don't just get castrated and leave - they still have to serve out their sentence.

From the release:

SB 144 by Senators Nick Gautreaux, Amedee, Dorsey, Duplessis and Mount provides that on a first conviction of aggravated rape, forcible rape, second degree sexual battery, aggravated incest, molestation of a juvenile when the victim is under the age of 13, or an aggravated crime against nature, the court may sentence the offender to undergo chemical castration. On a second conviction of the above listed crimes, the court is required to sentence the offender to undergo chemical castration.

Gov. Jindal made it absolutely clear that signing this bill today was about more than just sending a no-tolerance message across his state: "I want to send the message loud and clear – to the Supreme Court of the United States and beyond – make no mistake about it, if anyone wants to molest children and commit sexual assaults on kids they should not do so here in Louisiana. Here, we will do everything in our power to protect our children and we will not rest until justice is won and we have fully punished those who harm them.”

In the recently concluded regular session of the legislature, Governor Jindal also supported the passage of SB 143 to prohibit a sex offender from wearing a mask, hood or disguise during holiday events and from distributing candy or other gifts on Halloween to persons under eighteen years of age; SB 517 which provides for the lifetime registration of sex offenders; SB 510 to double the minimum sentence for computer-aided solicitation of a minor; HB 770 to prohibit the use text messaging by sex offenders; and SB 514 to increase the minimum sentence for the molestation of a juvenile by five-fold.

It seems clear Gov. Jindal wants sex offenders to have a very clear understanding of the new Louisiana: whatever you're going to try to do, don't do it here.

If he really wanted to throw it in the faces of the SCOTUS, he could have just announced that LA is going to execute child rapists, and if the court has another opinion, "let them enforce it."

No, he is not. If he were to do that he’d simply tell the USSC to go stick it and he will authorize executions of prisoners per court orders. Otherwise, he’ll also back down when the USSC also says you can’t chemically castrate sex offenders, which they no doubt will do.

Is castration going to work though.

I read in Robert K. Massie’s biography of Peter the Great that Sultan Suliman the Magnificent had a large harem. The Eunuchs that guarded over the harem were castrated but went at it with the women and the girls in the harem anyway.

Then Suliman found out about it and had the whole harem put into sacks and dumped into the Bosphorus.

If Louisiana cant execute perverts who rape children, how long before the SCOTUS overturns this “cruel and unusual” law to chemically castrate them? It will happen soon!Unfortunately!

From what I’ve read, castrating doesn’t change anything except make them more violent from not achieving the end, so to speak.

As for me, I’d like to see them in the chair, but I do not know if castration is the answer. As the victim of a child sex offense, I would have hated to see him any angrier.

This only sounds great, but learn about the treatment. Chemical Castration is just a horrible sounding name for drug therapy. All the offender has to do is stop taking the medicine and he is no longer castrated, we can't even get them to register, how are we going to make sure they take a daily pill?

Also, I was involved in a case where an impotent man in his late 60's still managed to rape 14 girls all under the age of 12 here in Texas.

The truth is, it's not their 'equipment' that makes them predators.

Bill Clinton is getting really nervous!!

[but I don’t think this “chemical” castration is permanent, is it? If they stop taking the drug then the effects wear off, IIRC...... anyway, someone with a depraved mind and evil intent can sexually violate with all kinds of implements, so I’m not sure this really solves the problem]

...oh give me a break. Jindahl agreed to allow the legislature to boost their wages to 75% of what a trucker makes. It was $16,000 a year under Dems because the legislators also got $100,000 in guaranteed bribes, kickbacks and general graft. Those days are over.

It should be a practical deterrent, although a “mechanical” procedure would probably be considerably more fearsome.
