IMMIGRATION: MAN THROWN OVERBOARD, BOAT'S CAPTAIN ARRESTED

(AGI) - Agrigento, 11th January - The captain of an Italian fishing boat, Mariano Ruggiero, 46, has been taken into custody by the Carabinieri at Lampedusa (Agrigento) on the charge of murdering an illegal migrant. According to reports obtained last night, in the offshore waters around fifty miles south of the Pelagius Isles, a dinghy with around 60 migrants on board which was making the crossing from North Africa, crossed courses with an Italian fishing boat. One immigrant, probably of Somali origin, dived into the water and managed to reach the fishing boat, but the captain of the craft prevented him from staying on board, throwing him back into the sea. The event was reported by the other immigrants on their arrival at Lampedusa's reception centre. Following this, the fisher boat in question also docked at Lampedusa and inquiries were immediately underway on the part of the Carabinieri, who gathered statement from other crew members to clarify the incident. Mariano Ruggiero was placed on board the boat that connects Lampedusa with Porto Empedocle and will be held in Petrusa country prison awaiting further prosecution of the case. A search for the body of the migrant is now taking place, with vessels belonging to Italy's Coast Guard, Navy, and Customs Police on the scene.

This is ridiculous. They are not migrants. The are foreign nationals attempting illegal entry into Europe. And the captain of a vessel has the right to force off his vessel any invaders or pirates.

If he could swim to the fisherman's boat why could he not swim back to the boat he voluntarily left. Perhaps those in the other boat would not let him get back in??????

Plot

The story begins in Bombay, India, where the Dutch government has announced a policy that Indian babies will be adopted and raised in the Netherlands. The policy is reversed when the Dutch consulate is inundated with parents eager to give up their infant children as it would be one less mouth to feed. A Indian “wise man” then rallies the masses to make a mass exodus to live in Europe. Most of the story centers on the French Riviera, where almost no one remains except for the military and a few civilians, including a retired professor who has been watching the huge fleet of run down freighters approaching the French coast. The story alternates between the French reaction to the mass immigration and the attitude of the immigrants. They have no desire to assimilate into French culture but want the plentiful food and water that are in short supply their native India. Near the end of the story the mayor of New York City is made to share Gracie Mansion with three families from Harlem, the Queen of England must agree to have her son marry a Pakistani woman, and only one drunken Soviet soldier stands in the way of thousands of Chinese people as they swarm into Siberia.

That’s not all that an unusual occurrence to be honest.

Often (and by often, I mean maybe once every couple of years) a ship will pull into port and when CBP boards, a crew member will tell the officers that a stowaway (always from some God Forsaken African country) was found mid voyage and the Captain/Master ordered him thrown over board.
The motivation is that if the Captain shows up with a person aboard that doesn’t have a visa & passport, CBP makes him turn one of his crew’s quarters into a jail cell and pay for two guards to stay on watch until he leaves U.S. waters (and that’s very expensive) as well as fine him. Further, where’s he going to unload this stow away? Wait until he gets back to Ghana? Guess what, the Ghanaian authorities don’t want him either, especially if all he has is a fake passport.
So, I guess the take away is don’t stow away on board a ship. They haven’t got time for your silliness.

He may have been too tired or cold to make it back — he used up all of his energy/adrenalin getting there. Or the other boat had drifted farther way than when he first jumped in. He may not have been that good of a swimmer in the first place. I’m sure that a few other possibilities exist.

It’s dated in many respects (India starving etc) but is right on the broader strokes.

OMG, my brother and I were there watching from down the beach!

The Coast Guard lost their new Zodiac that morning.

It was the worse place they could have picked to ground. It was in the middle of a national recreational area, on the end of a peninsula, miles from the nearest bridge. We assumed they chose that spot because it was the only area along the shore that wasn’t lit up by houses.
